Job Overview
Xpect Solutions is seeking a highly experienced and detail-oriented Senior Contracts Manager to join our growing company, supporting our Federal Customers. This critical role will be responsible for managing the full lifecycle of government contracts, from proposal development and contract negotiation through award, execution, compliance, and closeout.
The ideal candidate will bring deep knowledge of Federal acquisition regulations (FAR/DFARS), strong analytical and communication skills, and a proactive approach to risk management and contract performance. This position offers an exciting opportunity to contribute to the strategic growth of the organization while ensuring contractual integrity and regulatory compliance across a diverse portfolio of Federal programs.
Core Responsibilities
- The Sr. Contract Manager will provide Full Lifecycle contract administration support, including opportunity shaping, Request for Proposal (RFP) analysis, hands-on proposal development, coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.
- Provide the oversight of major contracts, recommending and implementing new solutions to achieve functional objectives, be a critical asset in key negotiations.
- Resolving multi-faceted and complex contractual/customer issues as they arise, resolve performance issues, identify risks and propose mitigation strategies.
- Overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws.
- Maintaining a centralized contracts repository for contracts documentation, including Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), contract awards, subcontract agreements, purchase orders, license agreements, and other contractual agreements
- The Sr. Contracts Manager will be the primary point of contact for government customers and teaming partners (primes and subcontractors) for all contract actions and documentation is responsible for developing and maintaining excellent customer relationships. (Candidate must own those relationships and proactively reach out to contacts when necessary to resolve matters.)
- Primary point of contact for GSA and other contracting vehicles (IDIQs, GWACs) including, but not limited to, mods, audits, labor category management, rate escalations, and quarterly reporting.
- Working independently with proactively collaborating with different functional areas including finance, growth, HR, and delivery
- This Sr. Contracts Manager needs to be a self-starter, and look for ways to constantly add value, even if it’s technically beyond the documented scope of the role and contracts function.
- Lead the review and analysis of RFPs, review and negotiate TAs, NDAs and licenses as required, prepare compliant and complete Business/Contracts Volumes, and represent Xpect’s interests during negotiations and contract administration.
- Review, update, and standardize existing NDA, TA, and subcontract templates
- Must partner with delivery to establish business rhythms that ensure cost, schedule and performance excellence.
- Know the terms and conditions of their contracts and proactively identify risks and mitigation plans when applicable.
Requirements
- Most Posses a Bachelors degree and 10 + years of prior relevant experience -OR- Masters with 8 + years of prior relevant experience.
- Contract Administration experience may be considered in lieu of degree.
- Experience with Government (FAR / DFAR) contracting:
- Fixed Price (FP)
- Time & Material (T&M)
- Level of Effort (LOE)
- Indefinite Delivery / Indefinite Quantity (IDIQ)
- General Service Administration (GSA) type contracts.
- The ability to make sound business judgments, handle multiple contractual activities with a short turn-around time,
- The ability to work independently as well as part of a Team.
- Proficient with Adobe and Microsoft Office Suite (i.e. Excel, Word, and Outlook).
- Must have excellent interpersonal skills to include well developed analytical, communication, and presentation skills.
- Ability to identify and mitigate contract risks as well as coordinate appropriate reviews in accordance with Xpect policy and procedures.
Preferred Additional Skills and Qualifications
- Experience in Mergers & Acquisitions (M&A)
- Completion of formal contracting coursework or certification.
- Success in supporting large capture teams for complicated multi-year programs.
- Demonstrated experience in negotiating complex contractual issues on active contracts.
